She tells Lacey that it should be "illegal" for her to look as great as she does on the double date.
I think that she only feels that a law should be passed because she's insecure about looking like a bright pink bottle of peptobismol by comparison.

I think the only time she might have been concerned with Lacy being competition is when Superman tells her how attractive her outfit is.

Yeah, she said "two is company" right in front of Lacy meaning she told her to get lost in her own penthouse!!!!
What kind of cretin is a guest at someone's house and KICKS OUT THEIR HOST!?!?!?!??!
Superman should have pushed Lois out a higher window for that insult and this time no random fruit stand to get in the way.
However, as much of a faux-pas as Lois did, it was also incredibly stupid of Clark to ask Lacy for change for his cab ride since he didn't want to break a freakin $20.
No girl in the world would go out with a guy who asks her for a handout so he doesn't have to break his precious $20 bill.
Lacy should have kicked both Clark and Lois out of her house for their insolence, lack of manners, and overall horrible display of behavior.
