Let's say you could pick one scene (or sequence) that Donner never shot for Superman 2 to miraculously exist and be added into the Donner cut.
Would scene would you pick?
For me it's black bullet scene, the reveal.
Truly a tragedy that THIS was a scene Donner never filmed.
Having this scene fully realized also pays off Donner's opening.
It's a pivotal scene, the crux of the whole two movies... and all we have is a screen-test of it... a composite of what might have been.

To me, many of the Donner scenes are great as a build up to the Metro battle- which turned out to be a big nothing in terms of spectacle and drama, as soon as they crash through the window. Even the first time, I remember getting incredibly irritated at the quick dive into lame comedy. So, easily the Metro battle is what I miss. The runner up would be the villains quickly destroying the world, to replace the semi-comedic East Houston scenes that watered the intensity of the villains down.

Yeah I get that the Metro Battle would be important.
What's the point of Superman II at all if the Metro Battle is just a big nothing burger?
I guess I ultimately feel that the Metro Battle could be improved with modern day CGI and a better budget.... I would want the character scenes Donner envisioned with Chris and Margot in Niagra Falls.

That's the thing- even with CGI- the action scenes that Donner would have done (as he's done in the past with his Lethal Weapon films and Ladyhawke)- would have been more about character moments even during the action scenes. The added moment by Donner in the FOS where Superman and Non point to one another had way more intensity to me than the bits where Lester had the actors go through the motions in his battle scenes. While I enjoyed the micro-bits of spectacle during the Metro battle, it's one thing CGI wouldn't be able to add now- the personal bits during that fight. "Crouching Tiger, Hidden Dragon"'s action scenes were different because of the push for more-than-usual amazing wirework= but also because each action scene was taken by the director as a character scene as well (making that movie stand apart from a giant amount of other kung fu films). But- I definitely would NOT be opposed to seeing those character scenes with Chris/Margot at Niagara falls either! The way it was written in the Mank script (particularly the first scene) I REALLY wish we could have seen that scene- would have been hilarious.

All would have been awesome, but I'd go with the first set: the Metro battle directed by Donner would have been jaw-dropping. If the Moon attack and the White House sequence were intense, I think the intensity would have been x10 for that final battle. Ah, well....

To me, more Donner directed Reeve and Kidder would have been better than more Donner villains. As its is, there is NO Donner Reeve and Kidder footage between the DP Jump and the Depower (which doesn't even have Lois in it really).

If the powers that be wanted to fund a CGI battle, it would be easier- but I'm thinking even of the 'character moments' that would have happened IN that battle we never got. (At least there's a micro-second in the FOS with Non and Supes going at it- intense!)
